Unable to Download any files from the net

When ever I try to download a file , I get the message "Internet Explorer cannot download filename from sitename.
Internet Explorer was not able to open this site. It is either unavailable or cannot be found"

This happens on any site and anyn filetype.

Grateful for any help.
