I have a "hot plug" USB hard drive that I move from my desk top
computer to my laptop and I never worry about turning it off. Just
make sure there is no data transfer going on when you disconnect the
USB cable. Then disconnect the electrical plug from the outlet.

An alternative way to ascertain no loss of data is to simply
log off the user. Windows XP will shut down to the standby or
log on screen after emptying the caches. The USB hard drive
can be removed safely in this way.

WinXP
Right-click "My Computer", Properties, Hardware Tab, Device Manager.
Expand "Disk Drives", Double-click the flash drive, "Policies Tab".
Check "Optimize for quick removal" and "OK" your way out.
Now you can remove the flash drive without using the Safe Removal Icon.

Optimize for quick removal is not available in Win2k
Windows 2000 does include an option to enable/disable write caching

Right-click "My Computer", Properties, Hardware Tab, Device Manager.
Expand "Disk Drives", Right-click the USB flash drive, Properties.
To disable write caching, click the Disk Properties tab, click to clear the
Write Cache Enabled check box, and then click OK.
