Unable to delete Section Break

I have a document that has one section break. I have highlighted the section
break and pressed delete and it does not work. I've looked at the formatting
to see if there is something hidden and there is not. I've tried all of the
things listed in the discussion threads and nothing has worked. I would
rather not cut/paste the whole document because the document has the track
changes feature turned on. Any help would be greatly appreciated.

The Track Changes feature is turned on.

Either turn it off and delete the Section Break, or select the deleted
section break and click "Accept Change."
