Unable to delete certain user created folders

I have had this problem for some time, tried to find a solution myself,
but am stymied.

I have created several folders that I am unable to either relocate or
delete, or even rename. This also happens with the folder created when I
download a web page ("'webpage'_files". I get a generic message box that
Windows is unable to 'delete'/'move'/'rename' these folders as they are
being used by another program??? sometimes even when I just boot up. A
new set of files and folders will appear at the requested location but
none of the folders are deleted from the old location. It doesn't happen
often, but on a reboot I may be able to delete an empty folder, if I do
it before anything else.

I can access the files inside the folders, delete or move them, etc, but
cannot do anything with the folder itself, even when it is empty. I end
up with a pile of useless folders. This occurs on all 12 of my logical
hard drives.

FYI - I am not networked. I run XP-home on P4-2.8Ghz with 1.0GB RAM and
240GB of hard drive space in 2 physical drives. I have Office 97 Pro,
Corel Draw 8, PhotoShop 7.0 in addition to HP and Kodak software. I run
the administrator account and no files are supposed to be protected.

Is this a windows problem, or related to software? How can I turn off
"whatever", so I can work with my folders?
