Unable to delete certain files in XP

I've had this problem several times since installing XP.
I download a set of RAR files then reconstruct them using Win RAR to produce
a folder with a large movie file enclosed.

The movie works fine in WMPlayer9 & I close WMP.

When I try to delete the file afterwards, A box comes up stating:
"Error Deleting File or folder
Cannot Delete <File Name>: It is being used by another person or program.
Close any programs that might be using the file and try again."

I reboot the system and open nothing except Explorer but the same problem
occurs. It only happens with movie files.

The only way to delete the movie file is to delete the Folder it's held in.
Sometimes I don't wish to do this, just needing to delete the movie file
itself.

Any clues?

PS maybe this problem is with Users although I can't see why- see the next
Query headed "How to clear Users".

I had the same problem for the first time just the other
day , I had to start in safe mode to delete it .
On my computer I tap F8 continuaously on start up to get
the start menu then follow the prompts.
Give it a go.
