Unable to delete a file

i have xp pro and a file called ctrlpan.dll in the windows/system32 folder
which norton antivirus says is a trojan
called trojan.startup it will not clean or delete the file and i can not
delete the file manually even by changing the securtiy
setting of the file.
anybody any ideas on how to get rid as there is a permanent warning on the
screen from nortons antivirus

I have the exact same problem. Tried the instructions in the link; didn't work. Can't delete in safe mode, can't access the C drive from an MS DOS boot floppy. Can I edit the registry to eliminate the path to this trojan? Any suggestions??
 
Regedit didn't help either. Had to take the disk out and put it in another XP computer as the secondary drive. Then I was able to delete the offending file
