Unable to create Contacts Folder

I was trying to create a Contacts type folder under the Public/All Public
directory, but I could find that option at all. Do you know why? I had no
problem create a Contacts type folder under my Personal Inbox.

Check with your system administrator. Some disable creation of public
folders for users.
