Unable to contact IP driver, error code 2.

This message is the result of the standard "ping
127.0.0.1". I cannot configure my laptop's network at
all. I attempted to "deinstall" all the network
interfaces, but without success. The computer suffered
many disk errors, not fatal, on a recent trip, and now I
am stuck. I attempted various "netsh" commands, including
resetting the IP stack.

The knowledge base is not helpful.
