UNABLE TO CHANGE SHORT DATE FORMAT

CHUCK

Error message indicating invalid characters entered in
setting regional short date format (ex MM/dd/yyyy). This
happens even if selection is made from drop down list.
This does not occur when logged in as administrator. It
does if logged in as other but with administrator rights.
Anyone seen this before?
