Unable to change Internet Explorer security settings

I am logged on with admin rights, but i am not able to change the internet
settings to anything but High, very annoying.

Any suggestions?

Maybe have a look into the Groupeditor: Type gpedit.msc in the commandline
(in XP-Prof.) There are plenty of restrictionns which can be configured.
(e.g. "use only one IE security setting for all users" etc.)

thanks, but i just went through it and although there was an option for
default security setting when i tried to change it i received the same
message. unable to change!

any other ideas?
