Unable To Change Desktop Image

I Logged onto my PC to find my Background had been set to a default colour,
I tried putting an image to my wallpaper, but it would not change,
I tried changing in control panel, but it won't let me select anything other
than the colour of my background
Anyone know how I can get control back?

For Windows XP Professional
===================

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand to User Configuration - Administrative Templates - Control Panel -
Display
3. On the right-side pane double-click the entry "Prevent Changing Wallpaper"
4. If the value is set to "Not Configured" or "Enable" then set it to
"Disable"

For both Home & Professional edition
========================

1. Click Start - Run - type REGEDIT and press Enter
2. Expand to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer\ActiveDesktop
3. On the right side pane - check if there is an entry
"NoChangingWallpaper". Set its value to 0 by double-clicking or delete the
entry.

Make sure the computer is virus/malware-free, particularly of the
Smitfraud trojan.

After you know the computer is clean:

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these, Apply/OK out.

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

I tried this but the value was already set to zero so I deleted it but I
still cannot change the background...the button is greyed out.
