I Logged onto my PC to find my Background had been set to a default
colour, I tried putting an image to my wallpaper, but it would not
change, I tried changing in control panel, but it won't let me select
anything other than the colour of my background
Anyone know how I can get control back?
Make sure the computer is virus/malware-free, particularly of the
Smitfraud trojan.
General removal steps and preparatory work:

Smitfraud-specific removal steps:
http://www.elephantboycomputers.com/page2.html#Smitfraud_Trojan
After you know the computer is clean:
Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these, Apply/OK out.
You can also try MVP Kelly Theriot's fix. Look under
Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".
