Unable to Change Default Web Page on IE7 Browser

I believe I have tracked problem to registry entry under
HKEY_CURRENT_USER/Software/Microsoft/Internet Explorer/Main/Start Page
I am logged on with Administrator rights yet when I make change to registry
the change does not take. Is this a permissions issue, am I not exiting
regedit properly, or is it possible another entry is overriding my change?
Any ideas?? Thanks THom

if you Hit the Icon Home on your browser you will get your home page
back or click on General tab and Retype your Home page Address/URL and click
[Apply] then [OK].
If not then Open a run command and type in:
regedit.exe and click [OK] on the Registry Editor locate the following:
Change the Home page in the following KEYS:
Click on *Main*
[+]HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main.

and look in Right Pane/Window and Locate *Start Page* Right
Click on it and select Modify and enter the Data say for ex;
http://www.microsoft.com as your Home page and then Locate also this *Local
Page* and Right Click on it and select Modify and put the following;
C:\WINDOWS\SYSTEM\blank.htm

The same with this KEY:
[+] HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main
On the *Start Page* change it into http://www.microsoft.com

Leave the *Local Page* as it is if it have this string of Data:
http://www.microsoft.com/isapi/redir.dll?prd={SUB_PRD}...... etc

Close the Registry and Reboot your computer.
If still no joty try this:
Try the Home Page Lock and Unlock from here- line 63 1st column:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Bear in mind if you have a protection/security software that configured or
by default set to block any changes or alert you to take action, try to
reconfigure it to allow you to change the Home page.
Did you clicked on Apply then [OK] when you tried the URL for your new Home
page?.

Tried all suggestions you supplied to no avail. Since Norton AntiVirus was
originally loaded and then removed is it possible that it is the culprit? Do
I need to reload Symantec software then change home page then remove Symantec
software. Anyone have tried this before? Thanks

Try in Safe Mode, do you have any protection software installed?.
Scan for malwares from here:
For Malwares download both these software:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D
Also try the clean Boot by opening the run command and type in:
msconfig click [OK]
On the System Configuration click on Startup Tab and uncheck unnecessary
programs from starting up.
