Unable to change default PST location

I have a laptop where the profile is pointing to a network location for the
PST file. I would like for the user to be able to access the pst file
whether they login to the domain or to the local machine when they are on the
road.
I have copied the pst file from the server to a local folder. When I try to
change the location of the pst file in the setting, I receive a message that
I can't delete the default location. The message suggests that I go to
"tools", "email accounts" ... I cannot figure out how to change the location
of the file.
Also, is there a recommended location to put the file?

pst are not supported on networks - they should be on the local machine.

is outlook closed?
 
The pst file was copied to the network as part of a migration. It was to be
only temporary. I have copied the pst file back to the laptop.
Outlook is closed when I have the profile manager open.
Can I delete the profile, re-create and point it to the local location?

Just move the file with Outlook closed. Start Outlook. If it is the
delivery location PST, Outlook will complain and give you a chance to browse
to the file's new location.

Not really. If you allow Outlook to create a new PST, it will default to
%UserProfile%\Local Settings\Application Data\Microsoft\Outlook (on XP and
2000) or %LocalAppData%\Microsoft\Outlook (on Vista). You can certainly put
it there, but don't overwrite any PST that may already be there.
