Change location Outlook puts NEW .pst files?

At work, we have our PST/OST files in a special Mail folder. This works fine
but if someone wants to create a new PST file to hold extra data, that still
defaults to c:\docs\app data\etc. Is there a way to set this so that when
you go File, New, Outlook Data File it will default to the location we have
our normal PST files?

I don't believe that's configurable.
