Unable to "Categorize" mail in Outlook 2007

I am using Outlook 2007, and was once able to "categorize" my mail using
colors/tags. I am now unable to do this, yet I did not change any settings.
The "categorize" icon on the toolbar is gray so I cannot use it, and the
categorize option has disappeared from the menu as well.

I can still categorize my calendar and my tasks (although not a task created
from an email message). Also, I cannot set a "due date" for my tasks at all,
only "flag" and "clear flag".

Does anyone have any tips/suggestions to fix this?

This is a shot in the dark but are you using an IMAP server now to hold your
mail? Not sure but I don't think you can categorize mail stored there.
