Unable to apply group policy on users in OU

I opened the "active directory users and computers" on
the domain controller. Under domain abc.com I created an
OU "Test" with one user and made some user configuration
changes in the GPO applied to that OU.
I am unable to apply the User Configuration settings in
that GPO to user in OU "test". I have tried a number of
modifications to the GPO and none of them are working. (I
have ONE GPO for ONE OU with ONE USER)

One more thing is that when I made some changes to
the "Default Domain Policy" (for example disabled the
control panel), then this policy only applies on the
administrator account on the domain controller but when I
logon with administrator or any other user on anyother
computer (except domain controller) then this policy does
not apply.

It sounds like you are having a generic "group policies not applying issue"
troubleshoot as follows:

Are there errors in the application log in regards to userenv and scecli?
Please provide the exact details within the errors if so.

If the above does not help enable Userenv logging on the client, log in
verify you did not get the policies. Repost with that Userenv.log and the
name of the user account you are testing with.

Make sure your DNS server is set up correctly and that the workstations
are using THAT DNS ip in the dns settings.
