Unable to adjust partition size

I have a 160gb drive. 4gb is partitioned to C: and the rest is D:. Both are
NTFS. I have over 1gb of free space on D: and I wanted to shift 1g of free
space to C: by using PartitionMagic or Acronis Disk Director. But neither of
them are willing to touch the partitions. They don't want to shrink D:. Does
anyone know why that is?

you would have to shrink D then move D to the end of the drive to allow C to
be extended

Sorry, let me clarify. The programs do not want to shrink D: at all. I
cannot take any space away from it. PartitionMagic states that the current
size is the same as the "minimum" size. I don't know why that is.
