Unable to add picture as desktop background

I'm not able to add an image as my desktop background under the "Desktop" tab
in the Display Properties window.
When I click on "Browse..." and select the image, it doesn't appear in the
selectable option box with the other predefined images that come with
Windows. There's no error message at all.
I've tried rebooting, checking the KB articles, but nothing has seemed to
fix this.
I can add images by browsing through Windows Explorer and right-clicking the
image and selecting "Set as desktop background", but I'm used to go through
Display Properties.
I'm currently running Windows XP Professional with Service Pack 2.

Any ideas?

Try moving the image file to the C:\Web\Wallpaper folder.
