unable to add dialup connection

When I click on "Create a new connection", "Connect to the
Internet", "Set up my connection manually", when I get to
the next set of questions my only option is "Connect using
a broadband connection that is always on". I need to
install a dialup connection.

I am using Windows XP Home edition, I have installed all
Windows updates. I don't know what else to check, the
other options are grayed out and I can't choose anything
else.

HELP!!!
