Unable to add BDC

Sorry for the cross post, I posted it to the wrong group to start I
think....
I have inherited this problem.
I have a win2k PDC with no BDCs on a small network.
I go to create an active directory on another machine, using the
Administrator user and password and get an error the the RPC server is
unavailable, Please ensure that the network credentails you have provided
are correct....

Any suggestions on where to go from here?
 
Yes - Point all DNS clients (including your servers) to the DNS server used
to host SRV records for the domain.
