Unable to activate free/busy information

A user is getting the following Outlook 2003 SP2 error when trying to add a
delegate to her mailbox thru Outlook. 'The dlegates setting were not saved
correctly. Unable to activate free/busy information". I have run the outlook
switch "outlook /cleanfreebusy" and I get this message...Unable to clean your
local free/busy information.
I have recreated Outlook profile and Windows XP profile. Running Exchange
2003 SP2 What next?????????
