Unable to access two computers in workgroup. Some local policy set

The error message when clicking on the target computer icon in the network
connections window:

\\comp2 is not accessible. You may not have permissions to use this network
resource. Contact the administrator of this server to find out if you have
access permission.

Logon failure: the user has not been granted the requested logon type at
this computer.

I have uninstalled the Firewall on the above mentioned target computer but
still the same result.

There is another computer in the same workgroup that I am not able to logon
to. When I click the Network resource in the network neighbourhood I am
prompted with a logon screen and greyed out entry 'guest' in the logon id
field and option only to key in the password.

Both these computers are not accessible from any other computer. But from
these computers I am able to access any other computer in the network other
than these two.

There should be some Local policy setting that needs to be changed on these
computers.
There is should be some

I am trying to access the target computer from comp1 using administrator
account.
Windows XP version 2002. No service packs.

You didn't let us know what version of XP - Home or Pro. In Home, Simple
Sharing is all you get. In Pro, you have the choice of turning off
Simple Sharing. Settings on computers that need to share files must
match. If you have Pro and you want Simple Sharing off (better for
security), then create identical user accounts/passwords on all
computers in the Workgroup that will be sharing files. Here are some
links to help you:
