Unable to access Outlook or Outlook Express

When trying to use my Outlook Express I get a message saying "MSOE.dll could
not be loaded." When trying to access Outlook the days calendar comes up
with all my data, but then an error message "An OLE registration error
occurred. The program is not correctly installed. Run set-up again." I
cannot use any program features, only read the week's calendar.

I've read a number of MicroSoft articles describing the OLE registration and
also note the two programs with Office 2000 Small Business interact.

I've deleted Office and reloaded. I've downloaded the Office 2000 updates.
I've downloaded (a 2nd time) Internet Explorer 6. The same messages come up.

What am I missing?

Try fixing the OE error first:

Outlook uses bits and pieces or Outlook Express (to the extent that Outlook
will not run if Outlook Express has been removed), so fixing the Outlook
Express error may well fix Outlook in the process.
