unable to access "internet options "on menu bar

When I click on Tools on the menu bar and then Internet
options I get a message saying "This operation has been
cancelled due to restrictions in effect on your computer.
Please contact your system administrator". I am a one man
band and as such am the administrator. does anybody know
how i can unlock this restriction kind regards
