unable to access internet options in explorerer

For whatever reason, I am unable to access the internet
options portion of IE6. It gives me an error message
stating: "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."

I have not fooled around with any admin functions in the
computer and am wondering if my 'puter has been invaded by
gremlins (virus?). I run AVG virus protection and it hasnt
found anything. I also use another program called Sentinel
and it has turned up nothing.

Anyone have any idea how to fix this or what is wrong?

Your help would be greatly appreciated!
