Unable to access HDD in any way

I had a completely working system, Running XP Professional, until a
power outage.
From there on, Windows doesn't boot any more, nor am I able to
reinstall over it or access the drive with the recovery console.

What should I do next?
Is there another way of attempting a re-install, or should I simply
remove the data with another computer and completely reformat the
drive?

If you cannot access the drive in any way - and you stated you cannot
"reinstall over it" --> then it sounds to me like your drive is dead.
