unable to access email hyperlinks due to "restrictions"

I am an "administrator" and cannot find the security option to allow access
to email hyperlinks from Outlook. The error message reads"This action has
been cancelled due to restrictions in effect on this computer."
I have no idea how "restrictions" were placed on this computer. Tell me
how to change this pls.
