Unable to access control panel

Unable to access control panel,or any of the icons on my
desk top.Try to access by use of mouse but there is no
activity. There is also a folders task bar locked onto the
desk top and I am unable to close it. Tried rebooting
system but returns to h0me page with no access to any
programs
