Unable to access attachments in outlook express

Just had Windows XP Home installed on my computer.
Whenever an attachment is available on my emails, my
attempt to access these attachments doesn't work. I
click on the attachment icon, the section displays, and
upon clicking on the attachment, nothing happens. Is
there a failsafe method installed on XP which disallows
attachments to be opened? Please help; thanks.
