Unable to Access ADD/REMOVE Programs in control panel.

Hi.Can anyone help.I am unable to access my ADD/REMOVE Programs in Control
Panel.
When i try a message comes up reading -
An exception occurred while trying to run
"C:\WINDOWS\system32\shell32.dll,Control Panel
"C:\WINDOWS\system32\appwiz.CPL,Add or Remove Programs"

Through other Threads i think i have a problem with a DLL file.
Any help would be appriciated.

and/or you can repair Internet Explorer.
Yes, believe it or not, a repair fixed my last Windows 2000 issue of not
letting me open Add Remove Programs.

Repair Internet Explorer In Windows 2000 and XP
If you want to repair Internet Explorer In Windows 2000 , you can Add/Remove
Programs in the Control Panel, choose the listing for Microsoft Internet
Explorer and press Change/Remove . This will bring up a Window where you
could repair Internet Explorer.

If Microsoft Internet Explorer 6 and Internet Tools is missing from the list
of installed programs and you did not delete the uninstall information or
install (or reinstall) a Windows 2000 service pack, run Setup.exe from your
Internet Explorer\Setup folder. If you are running Windows 2000, run the
w2kexcp.exe /u command from your Internet Explorer\IE Uninstall folder. If
this does not work, you need to reinstall Windows. For Windows 98 and Windows
Me, renaming the Iemigrat.dll file and reinstalling Windows restores the
version of Internet Explorer that was included with that version of Windows.
For Windows 2000, reinstalling Windows restores the version of Internet
Explorer that was included with Windows 2000. For Windows NT 4.0, and other
versions of Windows if the above procedures are not successful, reinstall
your version of Windows on an empty hard disk. Note that you should reapply
any service packs or other patches, updates, or hotfixes after you reinstall
Windows.

With Windows XP, XP serv pk 1 and Windows 2000 , you can try System File
Checker to check the system files by running the command sfc /scannow from
the Command Window ( Start > Run > cmd ).

Another method that works with Windows XP Only: (officially)

Start the Registry Editor
Go to HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Active Setup \ Installed
Components \ {89820200-ECBD-11cf-8B85-00AA005B4383}
Double-click the IsInstalled value, and then click Modify and change the
value from 1 to 0.
Go to Windows Update http://windowsupdate.microsoft.com/
To reinstall Outlook Express 6, change the IsInstalled value from the
following registry key: HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Active
Setup \ Installed Components \ {44BBA840-CC51-11CF-AAFA-00AA00B6015C}

Note: You need to be logged on as an administrator to be able to change
these registry keys.

Microsoft Internet Explorer 6.x Repair for Windows XP
From the Start menu, select Search , select, All Files and Folders .
Select More Advanced Options and place a checkmark beside Search Hidden
Files and Folders option.
Ensure that Search System Folders and Search Subfolders are also checked.
In the All or Part of the File Name box, type ie.inf
In the Look In drop-down menu, select C: or the letter of the hard drive
that contains the Windows folder.
Click the Search button.
In the search results pane, find the ie.inf file located in Windows\Inf
folder.
Right click the ie.inf file and click Install on the context menu.
Reboot the computer when the file copy process is complete.
Windows 2000 IE6 repair
Start > Run rundll32 setupwbv.dll,IE6Maintenance

Choose IE6 repair when dialog comes up, not Restore previous Windows
configuration .
