Unable to access a link embedded in an email

For some reason I am no longer able to click on a link in an email and have
my browser open to the referenced web site. This behavior is present in any
email and has only recently stopped functioning correctly. Will someone
please tell me how to return Outlooks behavior back to normal?

Control Panel | Internetoptions | Programs

There press the Button /Reset Websettings/
