Send an html file in outlook as not embedded file

Select an htlm file in windows explorer and send it to email.
With Outlook 2003 when we send an html in attach, file are attached to file.
With Outlook 2007 the html file is embedded in email.
There is some configuration in Outlook 2007 to have the same behavior of
Outlook 2003?

Both Outlook 2003 and 2007 are using HTML as format, and in 2003 html file is
attached in attachment line and in 2007 is embedded in file.
When I change the format in 2007 to plain text, the file is added to the
attachment line, but with plain text we loss images from signatures template.
