Not much of a hardware expert...

It is my understanding that UEFI is a programmable software interface
that sits on top a computer’s hardware and firmware.

So, does this mean that if I purchase a new, current motherboard (ASUS,
Gigabyte, MSI, ASRock, etc.) I will have to install UEFI before
installing the OS, or does UEFI come pre-installed just like the
old-fashioned BIOS was?

UEFI replaces the BIOS, and is pre-installed and exists similar to a
BIOS.

UEFI, Universal Extensible Firmware Interface, is the modern-style
firmware, which replaces the old-style BIOS. You don't have to install
anything as this is the basic firmware that starts your computer in the
first place, so it has to be pre-installed with the motherboard.
