Typing german.. help!

I don't know too much about computers. I am typing in German on word pad, but
can't seem to find out how to get an accent on my vowels, as in the two dots
that should appear above the 'o' in 'konnen'. I also need to type the German
extra letter, the one they have for a double 's'. Is there an easy, straight
forward way of doing this on word pad, maybe holding another button down
while pressing the character? It's easy enough on mobile phones to find
different characters but I'm not sure how to do this on here.
Somebody please help me, thanks!

When you want to insert these characters, hold down the Alt key
while typing the corresponding number on the numeric keypad on
the right hand side of your keyboard. The character will appear
when you release the Alt key.

ß ALT + 0223
ö ALT + 0246

Other characters you may need.

Ä ALT + 0196
ä ALT + 0228
Ö ALT + 0214
Ü ALT + 220
ü ALT + 0252

You can do the same thing by running Character Map from the
Start menu. Character Map is available under Accessories ->
System Tools.

Besides Nepatsfan's answer, there are other ways to do this:

1. You can switch the software setting to the international keyboard.
This has, to me, annoying side effects, and I don't like it.

2. I use and recommend a little freeware background program called
AllChars. This lets me (in all applications, not just OE) type many
common special characters (many of these are used in other languages)
by pressing the ctrl key followed by a two character mnemonic
combination.

For example, for ñ the two characters are ~ and n. For ç it's c and ,
For ü it's u and "
