Two users; same file; different format

Wierd.
Excel-2000

Two users, same (simple) excel file.
For first user, the file is perfectly formatted.
For second user, (hard) page-breaks gone.

Second user 'saves-as' and renames file without (hard)
page-breaks. When first user opens up the new file, the
hard page-breaks are back.

Confused in California,

The only way I know of to make manual page breaks disappear is to change the
Scaling under File, Page Setup to "Fit to" instead of "Adjust to". You
might see how this is set for the user without page breaks, but, as a rule
(I thought) this is a fixed setting that should not change with the user.
