two users established. one can access a program the other can't

Our HPze4500 has been running WINXP for a few months
without incident. We configured WIN XP for two users,
both users were able to access Eudora, an email
application. Suddenly only one user can access Eudora,
the second user gets a message: Access permission denied.
File may be marked as read only or locked(13).
Can anyone give me a clue as to how to resolve this
problem?

You have to run registration from both accounts.
