Two problems with winxp pro

When I click on control panel, it opens but theres nothing in it.

Also, when booting up the installer keeps trying to install something that
is on a network device.

Would someone mind explaining how I could correct these?

The items that are in Control Panel are files that end in .CPL and they
should be in the \system32 folder -did you look for them anywhere?
 
Sorry about sending the message via email. I did a search and found 25
items ending in .cpl under windows/system32.
 
I'm so sorry. Its not the control panel, its the device manager that is
empty. Guess I should make sure I know what I'm asking next time :)
 
I descovered that booting up in safemode the device manager shows
everything. Could this be a miss setting under administrative settings?
