Two DSL connections and firewalls on same network

How can I set up a network that has two DSL connections (each with DSL modem and addressable firewall router) on the same network where my workstations automatically access one DSL outbound connection for IE, etc. and use the other DSL connection for inbound FTP and VPN connections? Do I need to install something like a layer 3 switch to connect the two firewall ip addresses with different subnets? Need some wise advise...

You cannot configure Widows to use different connections for different types
of applications. You can configure Windows to use different connections for
different destinations by configuring static routes in your route table.
