TV Video Problem

My friend doesn't have internet, so I'm asking this for him. My buddy has a
Radeon 9200 se (I think). He plugged in the S-Video to RCA adapter that came
with the card. From that he has run a simple piece of RCA cable to his TV.
His problem is this: the picture on the TV rolls vertically over and over.
He has tried changing the resolution on the computer down to 640x480, but
this doesn't keep the TV picture from rolling. Any ideas on why it does this?

Refresh rate..
The resolution of the TV is likely higher than your friend is giving it
credit for.

Do they have the latest drivers/software installed for their video card?
