TV output black borders

Hi,

Currently have an old 2nd hand ATi Rage 128 Pro AGP card with composite
PAL TV output which I use to watch movies on my TV at 800x600 (any
higher and I just get a virtual desktop).

Card has always had output problems, ie: black borders to the top and
bottom.

Would like a cheap upgrade (AGP, TV autosense, CVBS/SVideo out) which
has the same or better quality without the border problem.

Even the lastest ATI card will produce black borders on CRT TV
connected by S-video or composite.

You can overscan it to get a full screen, but it will cut off too much
image.
