Turning off comptuter thru windows xp

Prior to a clean install with new harddrive i was having a problem with
turning off the computer thru window xp. I would choose the turn off computer
icon and rather than turning off the computer it would reboot. To turn off
the comptuter i need to unplug it. Now that i just done a clean install with
a new harddrive i still have the same problem even though i have not loaded
up any of my programs. Can someone please help me troubleshoot this problem.

Choosing recovery actions if Windows stops unexpectedly

Right click My Computer | Properties | Advanced tab |
Click the Settings button under Startup and Recovery |
Under System Failure | UNCheck: Automatically restart |
Click OK | Click Apply | Click OK
