Turning my laptop into a games console?

I want to connect my Dreamcast to my laptop and have S-
video in. Can I use this to use my laptop screen as a tv?
It saves me a TV license at uni if I can....

The S-Video connector on your laptop is normally for S-Video Out . You need
to read the documentation that came with your laptop to determine if the
S-Video connector is also for TV-in.

If it is for TV-in, you will then need the proper software to enable the
computer's SV mode.

It will not have TV tuner capabilities however. You will need to purchase
some type of USB or PCMCIA (PCCard) type of TV capture device for your
computer to accept signals from a standard coax cable for TV.
