Turn on merge, insert and delete buttons

Out of nowhere, my merge, insert and delete functions are no longer working
on one of my files. These "button" are faded so I know they are "turned
off". How do I turn them on or activate them?
 
Either the worksheet or workbook has probably gotten protected. Try going to
the worksheet where they are grayed out and use Tools | Protection and select
Unprotect sheet and see if that helps any. That's for the worksheet.
