turn off "forward message on" banner

Running exchange 2003 sp2. How can i turn off the email forwarding banner
that appears in outlook 2003?

a user is complaing that they dont want to see the note in outlook that
tells them when they forwarded on the email.

they can hide the header in preview (which includes everything in the
header, not just the infobar), but are stuck with it otherwise.
