Turn off Conversion Prompt

I would like to turn off the MS Office Pro 2003 Access Conversion Prompt.
The one that pops up when opening an older Access database with a newer
version of Access. I want to make sure that my users do not convert any
older databases into a newer version. Is this possible and if so, is it
dangerous in any way?
