The header of my original post should have rad "iTunes for Windows
4.1.1.54 (Bugfix)" of course.

Apple's iTunes seems to be generating a lot of interest and making a lot
of headlines. Also making Microsoft unhappy and the usual MS spokesmen
have been out and about spreading FUD.

Is the iTunes service available outside the United States of America
yet?

Downloading the iTunes binary does not appear to be a problem, but I
wonder if I can actually purchase things while not being located in
the US.

You need a credit card with a billing address in the USA to use the
on-line shop.

There are apparently a lot of agreements with the distributors in the
various countries that make it somewhat torturous to arrange for the
purchase of music on-line that they would otherwise maybe be able to
sell. I know that if I had the rights to (insert name of talentless
singer/band/whatever that sells a lot of product)'s recordings I'd want
to ensure that I was not cut out of the game.
