tsadmin (shadow) and runas

Hello!

I run w2003 server as terminal server.
And I want to give some users ability to shadow other users sessions.
Only way I see is to use runas.
But if I run tsadmin from ordinary user as
runas /user:Administrator tsadmin
I can't shadow another users, because I get an error:
Error 5 - no access
(this is translation from russian).
Certanly, administrator can do this without any problem.

Any ideas?

There's a better way to do this: just give the users the right to
remote control other users, on the rdp-tcp connection properties -
security.

Thank you!

Another problem is that users see in tsadmin only sessions , which
were connected after this user connected to terminal server, but
administrator see all sessions.

Coudl you tell me how to fix this?
