With a local user on a TS machine there's a check box for
accessing the terminal server. Is there a way to do this
for a local group?

you can add local group users to remote desktop users.

You can try this. Open terminal service configuration tool (tscc.msc). Click
on connections. Double click on connection in right pane. Go to permissions
and click on advanced. There you can allow or deny individual TS rights to
users or groups.

You can use GP or Remote tab in System property but than your changes will
apply globally to ALL users.

Better solution will be playing with the group/users permission.

On the server start tscc.msc => double click on RDP-Tcp to open it => click
on Permissions Tab.

Now you can play with the all accounts (you may want to create new group)
and give them as many rights as you need.
