TS Cals not releasing

I have 550 TS Cals on a Windows 2000 DC, that is the
Terminal Services Licensing Server. I have 8 Terminal
Servers, all which are at SP3. This is the 3rd time I
have had to call the clearing house to reissue the license
packs. What is going on? HELP!!!

Only TS CALS that were installed on the LS *after* SP3 get an
expiration date. So you will have to phone them to get those licenses
re-issued when a client is discarded. You should however be able to
see in LS Manager that the new (re-issued) licenses have an
expiration date, so you won't have to phone to get those back.

Does this describe your situation?

NT4 TS. The licensing server is a W2k DC. All of the W2k
TS and licensing server had the hot fix installed prior to
SP3, however I could not find a hot fix for the NT4 TS.
Could this be the problem? Or could it be that when I
installed SP3 that it messed it up for some reason? I
have looked at the TS licensing manager, and they do have
expiration dates, which have already expired; however it
does not free the licenses up. I am just trying to
understand. As I stated before this is the 3rd time I
have gone through this, and I understand the 1st time, as
we had the TS servers and licenses prior to the hot fix,
however I don't understand the last 2 times. I just want
to resolve this once and for all. Thanks.

I'm as puzzled as you are, this is not the behaviour you should
see. The NT4 TS should not be a factor, NT TSE doesn't enforce
licensing of the clients at all.
I really don't know what else to do, apart from uninstalling and
reinstalling the LS, re-apply SP3, and phone the Clearinghouse one
more time to do a fresh install of all of your TS CALs on the
freshly rebuild LS. But that's a pretty desperate approach.

Technically, you shouldn't have to do this...

What were the reasons you have had to call the
Clearinghouse in the past?
