TS cal expired even though it is not a temp license

1) A Windows 2000 Pro or XP Pro machine will receive
a 'free' license that is not taken from your TSCAL pool.
It is taken from a 'free' license pool.

2) A Windows 98 machine should get a premanent license
when it connects and authenticates the second time to the
terminal server.

3) Some Windows CE devices don't license properly because
the firmware is old. Try reflashing it with current
firmware to see if the problem goes away.
